Academic Board Member

Scope & Purpose of the Role:

The Open College (TOC) is seeking expressions of interest from suitably qualified and experienced education professionals to join its Academic Board. The Academic Board is the primary academic decision-making body on education and training matters relating to all programmes managed by TOC. Its primary aims are to maintain and promote high academic standards across all education programmes, to ensure that the policies, procedures and strategies required for the effective planning, co-ordination, development and oversight of academic matters are in place, and to act as the key academic decision-making forum.

The ideal candidates will have a strong background in further education and training in Ireland, a thorough understanding of QQI validation and quality assurance processes, and a genuine commitment to protecting the interests of learners and the integrity of the academic process.

As independent members, successful candidates will bring objective scrutiny, constructive challenge and sector expertise to the Board, supporting the ongoing quality assurance and enhancement of TOC’s educational provision. External independent members will not perform any other duties for The Open College while sitting on the Academic Board.

Role Requirements:

Academic Board members are collectively responsible for maintaining and promoting high academic standards and quality assurance across all areas of programme delivery and assessment at TOC. Members review and endorse academic policies, assessment strategies, programme validation requests, and oversee the annual programme monitoring process. The Board protects the overall integrity of the academic process through a clear focus on the interests of learners.

Duties:

1. Teaching, Learning and Assessment

Review, where required, policies and strategies in relation to teaching, learning and assessment at TOC.
Review and endorse regulations for all programmes, appeals and assessment offences.
Ensure comparability of academic standards across TOC’s programmes.
Approve procedures for the admission and exclusion of learners.
Receive and consider reports from the Examination Committee on matters relating to certifications and results.

2. Curriculum

Monitor and review TOC’s curriculum strategy, together with the policy and procedure for the approval and review of all programmes of study.
Consider matters arising from new programmes and course proposals which may have wider implications for TOC’s policies or procedures.
Monitor and approve all programme validation requests and review and endorse any regulations in relation to validation requests.
Prepare and submit to TOC’s Board of Management an annual report on the Academic Board’s work during the preceding 12 months, together with an annual Action Plan for the year ahead.

3. Quality Assurance and Enhancement

Monitor and review, on behalf of the Board of Management, teaching and learning strategies, policies and procedures for maintaining academic standards, and assuring and enhancing the quality of TOC’s educational provision.
Consider and act on any quality assurance or enhancement matters arising from the annual programme monitoring process.
Oversee organisation-wide academic review by external bodies and the development of TOC’s Quality Assurance Manual in compliance with QQI’s Quality Assurance Guidelines.
Approve all programme self-evaluations.
Promote quality enhancement initiatives across the organisation.

4. General Governance Duties

Contribute to Working Groups established by the Academic Board as required.
Declare any conflict of interest as soon as it becomes apparent.
Observe the confidentiality requirements applying to Academic Board business.

Required Skills and Qualifications:

This is a senior appointment. While no minimum period of service is prescribed, candidates will be expected to demonstrate a depth and breadth of experience commensurate with the responsibilities of the role.

Extensive professional experience in the education sector, gained at a senior level, with a significant and demonstrable track record within the further education and training sector in Ireland.
The ability to bring independent and objective scrutiny to the oversight of academic matters, and to challenge constructively in support of academic standards, quality assurance and the interests of learners.
An honours Bachelor’s degree (Level 8) or higher relevant to education or a related discipline.
Effective communication, analytical and decision-making skills, with the ability to review detailed papers and contribute meaningfully to Board discussions.
Demonstrated experience of academic quality assurance, programme monitoring, review or evaluation processes.
Familiarity with national educational standards and the National Framework of Qualifications (NFQ).

Desirable Skills:

A strong working knowledge of QQI validation policies, criteria and quality assurance guidelines for further education and training programmes.
Experience with the quality assurance and accreditation processes of other awarding bodies or regulators.
A Master’s degree or postgraduate qualification relevant to education, quality assurance or governance.
Previous experience serving on an academic board, academic council, governance board or similar committee within an education setting.
Experience of online and technology-enhanced learning within adult and further education.
Knowledge of governance codes of practice and experience of committee procedures, including reporting, minutes and policy development.

Time Commitment & Terms of Appointment:

The Academic Board meets at least four times a year, or as otherwise deemed necessary, with the annual meeting schedule determined in accordance with QQI’s Key Dates for certification.
Members may attend in person or by MS Teams link, at the discretion of the Chair.
Members should allow additional time for reviewing papers in advance of meetings and for occasional participation in Working Groups or special meetings.
The period of office shall normally be three years, with the possibility of renewal for one further period of three years.
Newly appointed members will be provided with a full induction, including access to the Academic Board Handbook and briefing from current Board members.

Scope & Purpose of the Role:

This role typically requires extensive academic experience, which includes contributions in validations, teaching, sector research and related management/administration, leading to national/international recognition for their expertise within their academic discipline.

Role holders will be expected to take leading roles in developing and design and overseeing teaching programmes at the associated level, and to lead collaborative work across the category. As such they will provide leadership that will influence and shape the output of their area and will contribute directly to the level of success enjoyed by the department. Role holders may also teach, advise, and assess at the designated level of their assigned module(s) on a programme. They are also expected to make a wider contribution to the success of the College through their participation in Faculty and College-wide governance and development activities.

1. Programme Development & Design

Working with programme validations, provide academic leadership and subject matter knowledge to ensure the successful design, development and validation of the programme.

Alongside the Head of Programme Development & Validations, engage with external bodies to ensure the programme meets professional standards in the sector where applicable.

Responsible for managing taught programmes and supporting teaching staff in their day-to- day activities to ensure the success of the teaching and learning experience.
